Preamble
For the establishment of friendship, support and to advise and to counsel the reigning Monarchs.

For the promotion of brotherly and sisterly love and kind feelings.

For the mutual benefit and advancement of the common interests we share within the International Imperial Court System.

It is impossible for these Chronicles to contain stipulations for every situation.

These Chronicles have been Established to guide our Monarchs and council them. If not addressed, we will rely on tradition, common sense, good judgment and practicality in upholding and furthering the goals and objectives of the Imperial Royal Sovereign Court of the Desert Empire, Inc.

We have formed a College of Monarchs, believing that we can successfully accomplish our objective.”

It is impossible for these Chronicles to contain stipulations for every situation. Answers to some questions and concerns will rely on tradition, common sense, good judgment and practicality in upholding and furthering the goals and objectives of the court. Therefore, incidents that may arise over issues not covered in these Chronicles should be brought to the Monarchs council for determination and decision as matter of Chronicle interpretation.

Section I. Expectations of Monarchs

· This is a Business.
· to have Fun.
· Do not take these Camp Titles seriously.
· Raise as much money as you can for the community.
· Travel to out of Town events to promote Our Community.
· Be involved with the International Imperial Court Council, Keeping abreast of events on that level.
· Network with Local Businesses and organizations.
· Be an Integral part of the Monarchs Council.
· Support the ICPR Council and its events.
· Insist on support of the ICPR's, Ducal and Ebony Councils on the circuit.
· Extend leadership capabilities to the Board of Directors.
· Be the figurehead of our Court to the community.

That, they will attend no less than six (6) Coronations out-of-town during their reign.
That, if elected, they will attend fund-raising functions, activities in support of the Imperial Royal Sovereign Court of the Desert Empire, Inc. In the Las Vegas area, and if not possible for them to attend, they will be represented by a designated representative of their reign.

That, they will represent the Imperial Royal Sovereign Court of the Desert Empire, Inc., with honesty and integrity; being fully aware that their conduct can reflect upon the Imperial Royal Sovereign Court of the Desert Empire, Inc., and community; that they will not misrepresent the Imperial Royal Sovereign Court of the Desert Empire, Inc. community or their official capacity in any way which could be detrimental to the Imperial Royal Sovereign Court of the desert Empire, Inc.

That above anything else, during their reign, both individually and collectively, they will exercise the utmost effort to maintain and promote the welfare and integrity of the Imperial Royal Sovereign Court of the Desert Empire, Inc. as presented.

Section II. Protocol Procedures/Functions

Out of respect for the International Imperial Court System and other like International Organizations, all reigning and past royalty of all organizations will be honored, respected and announced at all functions. Titles and all announcements will be accepted for recognition prior to the commencement of that function.

The current walking order will be determined by the reigning Monarchs during their reign.

The Titled-word "MOST" will be available for use by the members of the reigning Imperial family. The "social" line of succession will be stipulated by the reigning monarchs but accepted for walk order by all future reigns.

When the reigning Monarchs are out of town, or unable to attend an In-Town function, they must appoint their duly recognized representatives.

Section III. Visiting Dignitaries

All Elected out of town Monarchs will be recognized at Court functions with their titles and full privileges as if they were in their own town.

Any out of town Title-Holder will be recognized at functions provided they produce a letter of introduction from their reigning Monarch(s).

They are to be invited to participate in all of our General Court Meetings and Functions.

Section IV. College of Monarchs

A. Any namesake awards must be presented and pass the college of Monarchs before presentation to the Board of Directors. Namesake Awards will honor only Monarchs of the IRSCDE, Inc.

B. The college of Monarchs will govern all matters concerning Protocol, and may elect to publish a Protocol Manual. Each reign shall appoint a member of the court to serve as Minister or Mistress of Protocol.

C. The College of Monarchs will meet on a Quarterly basis or as deemed necessary by the council. These meetings will be reported to the General membership as well as the Board of Directors.

D. Members of the College of Monarchs consist of those individuals elected to the position of Emperor or Empress or appointed Regent Emperor or Empress. Starting with the Fifth (5th) reign, Monarchs will be inducted into the Monarchs council only after successfully completing their respective reigns.

E. The College of Monarchs will conduct mandatory orientation for all aspirants to the throne for the position of Emperor and Empress. Their names will then be submitted to the Board of Directors for final approval.

Section V. ICPR Council.

The ICPR Council has been established to assist in fund-raising. The rules governing the ICPR Council will be developed by the Council as a whole. The Council is required to have at least one meeting and one function quarterly. The ICPR council will be allowed to walk independently if they wish and be recognized at the IRSCDE, Inc. Coronation.

Section VI. Proclamations and Lifetime Titles.

Proclamations:

The reigning Emperor and Empress may make a total of Two (2) Proclamations or Two (2) Lifetime Titles, or One (1) Proclamation and One(1) Lifetime title during their reign. The Monarchs Council shall hear all Proclamations and/or Lifetime Titles for the purpose of interpretation, suggestions and approval. Proclamation(s) that may alter the by-laws must first be presented and approved with a two-thirds (2/3) vote of the College of Monarchs, then passed to the Board of Directors, then passed to the General membership at least ninety (90) days prior to Coronation to follow the established procedures for Amendment of the by-laws. Proclamation(s) and Lifetime titles will be recognized by each reign. The Monarch bequeathing a Lifetime title is the only person that can rescind or revoke that title. Any Proclamation(s) can be revoked with a three-fourths (3/4) vote of, first the College of Monarchs, then passed to the Board of directors with a three-fourths (3/4) vote, then passed to the General Membership with a three-fourths (3/4) vote. The reigning monarchs must use their Proclamation(s) or Lifetime titles prior to the end of their reign or forfeit that privilege. The college of Monarchs will enforce and respect the proclamation(s) to the best of its abilities. In the event a past Monarch has no involvement with the College of Monarchs, their bequeathed Lifetime Title will be recognized at the College of Monarchs discretion.

Proclamation by Baroness I, Deshannon Christie-Jewel

In the event That the reigning Emperor or Empress should vacate their office for whatever reason, the previous Monarch(s) two (2) years prior, shall fill that office. If that Monarch cannot accept that position, then it would revert to the next-previous Monarch(s)...And so on. The position of Emperor or Empress shall never be ruled by one (1) Monarch. If no previous reigning Emperor or Empress is able to accept the position, the BOD shall appoint that vacancy. There will always be a reigning Emperor and Empress. The Monarch that fills that position, shall be known as Regent Emperor or Regent Empress until they complete that reign. Then and only then, will the Regent Monarch be given their permanent title and number.

Furthermore, each Monarch will use the word "Crystal" in their title, i.e. "The Strength of the Crystal".

In the event the position of Emperor or Empress becomes vacant the President of the Board of Directors and the College of Monarchs shall create a list of qualified, previous Emperor(s) or Empress(es), in chronological order. The Monarchs council, by majority vote of valid votes cast, will fill the vacancy by one of the person(s) from the presented list. The person filing an Imperial vacancy shall be deemed as "Regent" with all the responsibilities. Duties, and honors as if they were an Elected Emperor or Empress. The Monarch that fills that position, shall be known as Regent Emperor or Regent Empress until they complete that reign. Then and only then, will the Regent Monarchs be giving their permanent title and number.

Furthermore, each Monarch will use the word “Crystal” in their title, i.e. “The Strength of the Crystal...”

Out of respect of the Emperor and the position they hold within Las Vegas and the Las Vegas community, Let it be known to all that.... All Reigning Emperors will wear a shoulder crown at ALL State functions. This includes Coronations. Ducal Balls, etc. both in-state or out of state.

The title of Baron and Baroness shall permanently be retired out of respect and in recognition of, Baron I, Mark Jensen-Jewel and Baroness I, Deshannon Christie-Jewell. These titles going forward will not and cannot be used within the Court System established in Las Vegas, Nevada.

Furthermore, the lifetime titles previously bestowed, in the Royal Barony of the Desert Empire, are to be transferred and fully recognized in the new IRSCDE with all rights and all privileges.

Upon completion of her reign the stepping down Empress will wear a silver crown out of respect of the newly elected Empress, representing the Barony as well as the Court and what it stands for.

Furthermore, The Green and Red Kitty will always be present and displayed on the Coronation Dias in respect for Emperor 1, Mark Jensen-Jewel and Empress 1, DeShannon Christie-Jewel throughout the years to come and to be carried by the current reigning Emperor at all Out of Town functions.

Proclamation By Empress II, Truly La Femme

So let it be said, so let it be known, from this day forward, the IRSCDE, Inc. Will form a council created by the Imperial Crown Prince Royale and the Imperial Crown Princess Royale. This council will be known as the ICPR Council. This Council will be formed to assist in fund-raising measures only. The rules governing the ICPR Council will be developed by the Council as a whole. The council is required to hold at least one (1) meeting and one Function Quarterly. The ICPR Council will be recognized and allowed their own entrance at Coronations.

Furthermore, due to her love and devotion to the Empress. Dita B, Davidson La Femme’ will be known as the First Chancellor of the ICPR Council;. The term of Chancellor will be for One Year. The members of the Council will then elect a new chancellor from that body.

Let it be known from this day forth, that, Fifteen (15) per cent of all money raised at all Court Functions, other than Coronation, shall be set aside in a separate account known as the
T-N-T Account. (The Terry and Truly Scholarship Fund). The TNT fund will be disbursed to qualified candidates that are submitted to BOD. The BOD will then decide and allocate those funds to the successful candidate or candidates accordingly.

Furthermore, to protect money raised, and to ensure that it is being utilized in the intent it is raised, any expenditure that exceeds $100.00, other than Program advertising for our Coronation, must go before the BOD with at lease 3 bids.

The BOD will then determine by evaluating those bids, which is the best for the court.

Let it be known from this day forth, that, a separate account be established and known as the T-N-T Scholarship Fund. (TNT FUND). The purpose of the TNT Scholarship Fund is to assist those in need of furthering their education to better themselves as well as the community. This account will be funded by one (1) or two (2) major functions per calendar year hosted/ presented by the Monarchs Council.

The TNT fund will be disbursed to qualified candidates that are submitted and approved by the Monarchs Council. A list of those qualified candidates that are approved will be presented to the Board of Directors. The BOD will then allocate the proper funds to the successful candidate(s) accordingly.

Furthermore, To protect money raised, and to ensure that it is being utilized in the intent it is raised, any expenditure that exceeds $100.00, other than Program advertising for Coronation, must go before the BOD with at lease 3 bids. Let it be known, from this day forward, that I, Empress III Bella DeBall do here by proclaim that the annual “Fantasy Gala” will be hosted by me as my one fund raising event each and every year to come and that all proceeds will be designated to Lisa B’s Food Pantry until the time comes that assistance to this charity is no longer needed.

Furthermore, let it be known that in the unlikely event of my demise, that this event will continue to be known as “The Bella Deball Memorial Annual Fantasy Gala” to be carried on in the years to come out of respect for me and on behalf of the IRSCDE, Inc.

Proclamation by Empress VIII- Michelle Holiday

Let it be known that from this day forward I, Michelle Holliday, proclaim that the Imperial Sovereign Court of the Dessert Empire Inc. shall retire the gold crowns used as the official crown for our empire. From this day forward no reigning empress shall wear a gold crown, and no reigning emperor shall wear a shoulder crown, instead new crowns have been cast of silver, approved by the board of directors and the monarch’s council. These new crowns are property of the court to be used by the reigning monarchs and be passed down upon the succession of a new reign. Upon the successful completion of the monarchs reign they will be given an official court broach from the crown, to signify the successful completion of that reign. Furthermore the Emperor and Empress will not receive their number until all court property is returned in its original condition, and the monarchs have completed their reign. Let it be known through out the realm that as of December 2, 2006 this proclamation becomes binding and is to be added to the chronicles.

Section VII. Titles and Honors

The reigning Emperor and Empress will name their Royal family with recognized titles no higher than their own (i.e. Emperor/Empress) and may bequeath titles as they see fit throughout their reign

Section VIII. Citizens for Life

As a gesture of goodwill, friendship, love and support, the reigning Emperor and Empress of the IRSCDE, Inc. may, if they so choose, to bequeath the title of “Citizens for Life” to out of towner’s. (Persons not residing in Lincoln, Nye or Clark Counties). Each Monarch may give out, up to three (3) of these titles prior to the end of their reign. This title grants that person the status of Honorary Membership

Section IX. Relinquishing the reign

The official transference of power by the Reigning Emperor and Empress to the newly elected Emperor and Empress shall be at Coronation. The stepping down Monarchs must escort the new Monarchs to the stage for the Crowning ceremony. The last two official acts of the past Monarchs will be (1) their portion of the Victory Brunch and (2) disbursement of funds raised during their Reign. All symbols of office, including but not limited to: robes, staff/scepter, state crowns, orbs, etc... are to be presented to the newly elected monarchs at that time.
